OpenAI will merge ChatGPT and Codex usage into one token-based allowance in December

OpenAI's help center now says that starting in December, the usage allowance on its Plus, Pro and Business plans will be shared across ChatGPT and Codex, and counted in tokens. OpenAI ties the change to bringing the agentic features of Work into the main ChatGPT app. We read the page directly on October 31.
WHAT OPENAI'S PAGE SAYS
- One allowance for both ChatGPT and Codex on Plus, Pro and Business, starting in December. - Usage is measured in tokens. How much a request uses depends on the model and the task; more advanced models and complex tasks use more. - Instant chat will not draw from the allowance. - Combined remaining usage and reset times will show in Settings, under Usage. At the limit, you can wait for the reset, upgrade, or buy credits. - OpenAI says it expects most users won't hit resets more often than they do now. That is OpenAI's expectation, not a measurement.
WHAT IS SOURCED
Everything above comes from the article "Understanding ChatGPT and Codex usage limits" on help.openai.com, read on October 31. A checkout string pointing to a shared December limit was spotted on October 29 by @btibor91 and relayed by @Mr_Salio; we held it as a rumor until OpenAI's own page said it. @Mr_Salio and @LuminaBench flagged the help article on October 31.
WHAT WE DO NOT KNOW
The exact date in December, how many tokens each plan gets, which models count as Instant chat, and whether the Free and Go plans change. OpenAI has not published per-plan token numbers.
